There are a few misconceptions underlying those who disqualify her- Stating that Jenna was born male means only that a casual inspection at birth observed that her external appearance seemed male. It does not address her brain sex or other features (eg., hormonal levels, presence of any hidden female organs).
Whether Jenna is genetically XY or XX is not relevant since there are females who are born that have XY chromosomes. There are also males who are born with XX chromosomes and who have no male DNA (each embryo can become male or female regardless of being XX or XY).
Jenna is phenotypically female now with a vagina no different than phenotypic women who are born with Complete Androgen Insensitivity Syndrome (CAIS) who have had vaginal lengthening. In CAIS, individuals are born with testes, have XY chromosomes but are phenotypic females as is Jenna. Miss Teen USA 1991 Janel Bishop is an example of a phenotypic woman with androgen insensitivity syndrome.

In 1977 it was found that transsexual Renee Richards was a female according to overwhelming medical evidence and therefore allowed to compete as a woman in professional women's Tennis. The International Olympic Committee (IOC) now permits transsexuals to compete in their new post-operative sex noting that DNA testing is not a valid marker of one''s sex. The International beauty pageant committees must now follow the same.
